摘 要

我国城乡二元户籍管理模式在新户籍制度的推进下逐渐被取消。随着城市化进程的加速、制度壁垒的逐渐消除，人口之间的流动性逐渐增强。尤其是在改革开放后期，经济欠发达地区的人口常年大规模地向经济较为发达或经济发达地区迁徙。然而，由于城市基础设施建设周期长，难以在短时间之内适应流动人口数量的快速增长，在这样的矛盾之下，流动人口给流入地的正常运转带来了极大的压力。同样，当地政府对于流动人口的管理也因此而迎来了新挑战。本文从南京市流动人口生存与管理的现状入手，简要梳理了在新背景之下，政府为了促进流动人口的社会融合应尽的责任与义务，以及在政府相应的管理工作当中出现的问题。并对流动人口的管理模式的改进以及政府在管理活动当中如何有效促进流动人口的社会融合提出参考性的建议。

Abstract

China's two urban and rural household registration management mode gradually be canceled in the new household registration system to promote. With the accelerated process of city, the gradual elimination of institutional barriers, liquidity between the population increased gradually. Especially in the later period of reform and opening up, the migration of the underdeveloped areas of the large scale population to perennial more developed economy or economic developed areas. However, due to the city infrastructure construction cycle is long, it is difficult to adapt to the rapid growth of the number of floating population in a short time, under such contradictions, the floating population has brought great pressure to the normal operation of the inflow. Similarly, the local government for the management of the floating population and thus also ushered in a new challenge. According to the current situation of survival and management of the floating population in Nanjing city with a brief review of the background in the new government, in order to promote the responsibilities and obligations of the social integration of migrants, And problems appeared in the management of the corresponding government. And improvement of the management mode of floating population and the government in the management activities how to effectively promote the floating population of the social integration of the reference suggestion.

一、问题的缘起

（一）不可忽视的问题

如何处理好移民的社会融合，是国内外在移民管理当中所共同面临的问题。因国家之间发展的步调不一致，美国及欧盟等西方国家面临大规模移民带来的问题比我国要早很多，因此，对于移民问题的研究也早给予了高度的重视，各自形成了独具特色的理论体系。然而在我国，直至1978年改革开放，城市化水平才开始崭露头角。特别是在21世纪之后，改革开放的成果逐步开始体现出来，经济发展规模大幅度增长，在“先富带动后富”观念的引导下，城乡差距逐步增大，人们为了追求更好的生存环境和发展空间，大量地从农村涌入城市。由这种迁徙而带来的问题猝不及防地出现在我们眼前：公共设施不堪重负、随迁子女入学问题难以解决、低文化层次进城务工人员劳务纠纷频发……种种问题引发了大量的社会矛盾，才使得这个问题——如何处理好新背景下流动人口的社会融合——被提上研究日程。除此之外，由于我国发展历程独具“中国特色”，对于流动人口问题的研究也因此而具有鲜明的时代烙印，不论是对于人口流动这一现象还是对于“流动人口”这样一个特殊的群体群体，学界及政府部门在不同的发展时期对此均形成了不同的认识。

据国家统计局截止至2014年底调查数据表明，我国流动人口总量已超过2.8亿人，这个数量约占总人口的18%。放到南京市来看，随着南京接纳流动人口相关软环境建设的逐步优化，吸引了大批流动人口入宁。然而，由于经济发展的大好势头，在宁工作、生活的门槛依然很高，这使得大多数流动人口难以在宁扎根落户，以安德门为主的劳务市场频发民工集体讨薪事件，用人单位与入宁人口的劳务纠纷也层出不穷。因此，解决好流动人口的社会融合的问题，在缓解社会各方矛盾的同时，也有助于促进社会的有序运行。
