摘 要

： 目的 通过对我国湖北省商业健康保险市场现状的研究，总结其市场运行过程中出现的问题，结合对国外商业健康保险现行模式的探讨，提出一些解决问题的建议，为湖北省商业健康保险的顺利发展提供依据。 方法 主要采用文献检索法，辅助使用中国保监会湖北省监管局官方网站来获取相关数据和文本资料。 结果 湖北省商业健康保险发展迅速，保险产品丰富，健康险保费收入逐年提高，但地区间发展差异大，总体水平仍处于起步阶段，且存在保险主体结构单一、消费者需求潜力大及医疗费用超额等亟待解决的问题。 结论 基于湖北省商业健康保险发展落后于经济发达地区，以及现存市场结构较为单一的实际情况，我们可参考美国、新加坡的发展规律，提高广大民众的健康保险意识，鼓励保险公司创新产品和服务，大力发展经济，发掘湖北省商业健康保险市场更大的提升空间。

Research on Commercial Health Insurance Market in Hubei Province

Abstract: Objective To study the recent situation of commercial health insurance market in Hubei Province, conclude problems in its operation process and put forward some suggestions to solve these problems, so as to provide firm foundation for the smooth development of commercial health insurance in Hubei province in the future. Methods Use document retrieval method and Hubei Insurance Regulatory Commission to obtain relevant and textual data. Results Commercial health insurance in Hubei province develop rapidly, with abundant insurance products and increasing health insurance premium income year by year. However, different areas own different levels and the overall is still in its infancy. Some problems, such as the single structure of the main insurance, the great potential of consumer demand and the excess of medical costs, are ready to be solved. Conclusion The development of commercial health insurance in Hubei province is fast, but it is still at early stage. There is a big gap of the development of commercial health insurance between Hubei province and the developed areas in China, such as Beijing, Shanghai or Guangzhou, and the existing market structure in Hubei province is relatively single, we really need to raise the health insurance awareness of the public, and encourage insurance companies to innovate new products and provide health services better. Moreover, developing the economy vigorously in Hubei province is probably supposed to be a great mission in current situation as well, then we have more chances to explore more room for improvement of commercial health insurance market in Hubei province in the future.

依据当前中国保险市场情势，商业健康保险俨然成为了保监会鼓励发展的险种之一。自2017年后半年起，财政部发布了相关文件，提出将商业健康保险个人所得税试点政策推广到全国范围实施。基于此，商业健康保险将在提高广大群众的健康保险意识，激发民众对健康生活的追求，乃至贯彻落实“健康中国”战略等方面，发挥越来越重要的作用。

近年来，湖北省商业健康保险总体上发展迅速，已成为省内发展最快的行业之一。省内的广大民众不论收入水平，还是投保意愿，都有显著上升，省政府更在前年发布《关于加快发展商业健康保险的实施意见》，力争投保人数大幅增加，参保超九成。本研究主要从湖北省商业健康保险市场发展情况出发，运用文献检索及调查的方法，探究其发展现状和遭遇的困境，结合国外优秀的商业健康保险模式，为湖北省商业健康保险的后续发展提出合理可行的建议。

1 资料与方法

1.1 资料来源

研究内容参考知网、万方、Web Of Science等文献平台的资料，研究数据来源于中国保监会、湖北省监管局、湖北省卫计委及湖北省保险协会发布的信息。

1.2 研究方法

1.2.1 文献检索法

本研究主要采用了两种检索方法。一是工具检索法，借助中国知网、万方数据等工具来查询文献资料，具体关键词为湖北省、商业健康保险及保险市场；二是引文检索法，在所得文献资料的基础上，追溯查找其文末标注的参考文献，跟踪查找以获得所需文献。
