摘要

本次毕业设计需要基于南京市六合区冶山街道经济适用房（拆迁安置房）项目，以建设单位的身份完成项目管理方案及项目管理招标文件的编制。项目管理方案撰写于项目早期，是一个概括性的策划文件，主要包含项目管理范围规划、项目管理组织机构、标段划分、招投标策划、合同策划、质量控制、进度控制、投资控制、安全文明施工管理、风险管理等内容。项目管理招标文件是以项目管理方案为前提，从划分出的若干标段中挑选出项目管理标段详细展开，编制一份项目管理招标文件，文件中主要包括：资格审查、合同条款、招标人须知、评标办法等内容。

项目管理方案是项目早期的重要工作之一，虽然仅是一份概括性文件，但对项目整体起着前瞻性的指导作用，直接影响招投标工作的开展，而发承包模式的选择和标段划分又是项目管理方案中起基础作用的重中之重，目前，国内外的主流发承包模式各有利弊，适用范围大不相同，标段划分则受到较大的认为因素影响，并无明确规范。基于此，我选定发承包模式的选择及标段划分的要点为小论文主题，希望可以为工程项目早期工作提供一些帮助。

Abstract

The graduation design is based on the project named Yeshan Street Economically Affordable Housing (The Resettlement Housing) in Liuhe District of Nanjing City, and to complete the project management plan and the project management bidding documents as the tenderee. The project management plan was written in the early stages of the project, and is a general planning document. Mainly including: project management scope planning, project management organization, bidding division, bidding planning, contract planning, quality control, progress control, investment control, safety and civilization construction management, and risk management. The project management bidding document is based on the project management plan, and it is selected from a number of designated bid sections. The document mainly includes: qualification examination, contract terms, instructions for bid inviter, bid evaluation methods, and so on.

The project management program is one of the most important work in the early stage of the project. Although it is only a general document, it plays a forward-looking guiding role in the project as a whole, and directly affects the implementation of the bidding process. Apart from it, the selection of the contract modes and the division of the bidding sections are the most important parts of the project management scheme. At present, there are advantages and disadvantages in the mainstream contract delivery mode at home and abroad, and the scope of application are very different. However, the division of bidding is greatly affected by the factors considered and there is no clear specification. Based on this, I chose the selection of the contract mode and the key points of the segment division as the theme of the essay, hoping to provide some help for the early work of the project.
