老旧小区精细化治理水平评价方法及其应用研究

摘 要

为解决中国地方政府在进行城市和社会治理时惯用模糊、粗放的处理方式带来的低效问题,中央指出要“加强和创新社会治理,推进社会治理精细化,构建全民共建共享的社会治理格局”,精细化治理理念应运而生。作为城市的基本单元,老旧小区普遍存在公共空间“脏乱差”、困难人群集聚、网格化管理下的“弱网络”等问题,如何实现老旧小区的精细化治理是现阶段关注的热点。

本文在国内外老旧小区和社会精细化治理相关理论的基础上,构建了老旧小区精细化治理绩效评价投入产出指标体系,通过主成分分析法(PCA)将17个原始指标提取为5个综合指标,代入数据包络分析法(DEA)模型计算出各决策单元(即老旧小区)的纯技术效率、规模效率和技术效率,评价2017年南京市鼓楼区18个老旧小区的精细化治理相对水平,进而从培养专业人才团队、制定严密设计方案、规范施工流程和标准、重视绿化可持续和引入物业长效管理等5个方面提出了提升老旧小区精细化治理水平的建议。

本文定量构建了老旧小区精细化治理水平评价的PCA-DEA模型,弥补国内外在老旧小区精细化治理水平评价方面的不足,为我国精细化治理水平评价和提升提供科学支撑。

Abstract

Local governments in China is used to governing urban community by fuzzy and extensive way, which leads to social governance inefficiency. In order to solve this problem, the central government advocates that we should strengthen innovative social management, promote lean social management and build the co-construction and sharing of social governance structure. So that, the concept of lean management emerges at the right moment. As the basic unit of the city, obsolete community has many problems such as dirty and disordered public space, people in need gathering, weak grid management and so on. Now, how to realize lean governance of obsolete community has become the attention spot.

On the basis of the domestic and overseas theories of obsolete community and lean social governance, the input-output performance evaluation index system of lean government of obsolete community is built. Firstly, 17 original indexes are simplified into 5 comprehensive indexes through principal component analysis (PCA). Afterwards, technical efficiency, pure technical efficiency and scale efficiency of each decision-making unit can be calculated through data envelopment analysis (DEA). Then relevant lean governance level of 18 obsolete communities in Gulou, Nanjing can be evaluated. Finally, suggestion of improving efficiency of the lean obsolete community governance is put forward from five aspects, such as cultivating professional talents team, formulating strict design scheme, standardizing construction procedure, attaching great importance to the green sustainable and bringing in long-term property management.

The research builds the PCA-DEA evaluation model of the lean obsolete community governance quantitatively, which makes up for the deficiency of domestic and overseas research on the evaluation of lean obsolete community governance level and provides scientific support for evaluate and promote the level of lean obsolete community governance.
