设项目前期策划研究

——以连云港海事局办公楼三期为例

摘要

住房项目的准备工作包括：项目构想，情况调查，问题定义，目标因子设计，目标系统设计，目标系统优化，项目定义，项目设计，可行性研究，项目决策等。 项目前的计划是项目的怀孕阶段，对整个项目生命周期甚至整个上层系统都具有决定性的影响。目前，我国在项目前期规划方面还存在许多问题和误区。因此，有必要深入研究上层系统的问题，策略和环境。在初步的项目计划过程中，不要针对问题提出过早的解决方案，尤其是项目的技术解决方案。规划内容必须具有科学性、有依据性，并且对项目建设具有实际意义，重视项目的生态文化、环境、结构、环保、交通等方面的详细研究。

Abstract

The preliminary planning work of housing construction project includes: the conception of the project， the investigation of the situation， the definition of the problem， the proposal of the objective factors， the establishment of the objective system， the optimization of the objective system， the project definition， the project proposal， the feasibility study， the project decision， etc. Pre-project planning is the gestation stage of a project， which has a decisive impact on the whole life cycle of the project and even the whole upper level system. At present， there are still many problems and misunderstandings in the early planning of projects in China. Therefore， the problems， strategies and environments of the upper systems must be thoroughly and adequately studied. In the early planning process of a project， do not come up with solutions to problems too early， especially the technical solutions of the project. What should be paid attention to is that the planning content of the project must be scientific and based， and have practical significance to the project construction， and pay attention to the project's ecological culture， environment， structure， environmental protection， transportation and other aspects of detailed research.
