摘 要

项目成本管理是科学技术应用的原则和方法，在目标、责任原则的统一的要求下，为了能够保证建设工程承发包双方的经济权益，对所建设的建筑工程的造价进行合理、有效，同时也与客观规律和官方政策相一致的控制是极其关键的。所以，工程造价的管控是如今企业进行项目投资时所必须的一个环节。

工程招标文件编制和企业投标报价的关键问题是该工程的工程量与定额的计算过程。

难点在于工程量清单的编制。在编制工程量清单的时候设计施工图不够详细有可能会导致误差，为接下来的文件编制造成隐患。在工程量清单的编制过程中，一些新的施工工艺以及新的材料不断出现，很难确切地找得到与它们的施工工艺相对应的分部分项定额。同时，一些次要的价低量少的结构构件和建筑结构说明中的有关事项容易被漏算。工程量计算也是一个难点，工程量的计算误差会影响投标人的报价分析，也会给雇主带来风险。

工程量清单是具有其专业特殊性的，这不是一个能从书本上进行生搬硬套的过程，而是一个需要我们自己结合本工程的实际情况以及合同的要求进行灵活的规划和设计的过程。我们工程量清单编制清单的时候，要能够站在投标人的角度看问题，为我们可以快速、方便、有效地投标报价提供良好的基础。

Abstract

Project cost management is using the scientific and technical theory and method, under the principle of unity of purpose, duties, to ensure that the economic benefits of the construction about the economic interests and the construction project cost management and construction and installation engineering price of whole process, with the policy and the objective law of all operations and activities of the organization. Project cost management is an important part of the project investment.

The key problem in the preparation of bidding documents is the calculation process of the quantity and quota of the project.

Difficulty lies in the preparation of the bill of quantities. In the preparation of the project quantity list when the design and construction plans are not detailed enough may lead to errors, for the next file preparation caused by hidden dangers. In the preparation of engineering quantity list, some new technology and new material appear, its construction technology is very difficult to find the partial fixed. At the same time, the relevant matters that some minor price less structural member and building structure is easy to be missed. Engineering quantity calculation is also a difficult point, the project quantity calculation error will affect the bidder"s quotation analysis, also will give the employer to bring the risk.

Bill of quantities is the professional particularity, not only a mechanically, but a indecisive, integrated management, taking into account the actual situation and the contract requirements for flexible planning and design process. List of the preparation of the project volume list, to be able to stand in the perspective of the bidder to look at the list, the bidder can quickly, easily and effectively to provide a good basis for the tender offer.

第一章 工程概况

本次工程名称为镇江高鹏药业有限公司五金仓库。建筑面积2653.2平方米，建筑基底面积636.24平方米，建筑共分为五层，建筑高度18.8米。建筑工程等级为二级，设计使用年限为50年，建筑耐火等级为二级，抗震设防烈度为七级。
