摘 要
我国老旧小区数量大、居住问题多,已成为城市发展不平衡不充分的主要体现。环境综合整治,是解决老旧小区环境问题矛盾投资少、见效快的最有效途径。近年来,我国各地政府均推出了老旧小区环境综合整治,但是仍然存在着一些问题,例如整治内容偏重物质环境整治、整治手段多重视行政手段、整治时效多重视短期效果等等,制约了综合整治效果的可持续性。目前,国内外相关研究忽视多元整治主体的互动,漠视整治可持续性的度量方法与形成机理,缺乏符合我国国情的长效治理机制。
本文在剖析环境综合整治、老旧小区环境综合整治、可持续性三个核心概念的基础上,基于制度分析和发展框架(Institutional Analysis and Development,IAD)对老旧小区环境综合整治的现实状况进行描述。首先,通过文献阅读搜集指标,结合专家访谈对指标进行筛选,构建老旧小区环境综合整治可持续性度量模型。其次,运用网络分析法(ANP)确定评价指标权重,并利用模糊综合评价法对2019年南京市玄武区4个老旧小区的环境综合整治可持续水平进行评价。最后,从加强老旧小区环境综合整治政策的落地性、构建老旧小区环境综合整治规范化流程、平衡多元主体之间利益、培养或吸引专业人才和服务团队这4个方面提出提升老旧小区环境综合整治可持续性的建议。
本文基于IAD框架,对老旧小区环境综合整治的现实情境进行梳理,度量其环境综合整治的可持续性,并提出相关提升建议。分析结果有助于政府完善多元主体的治理机制,提升城市更新的可持续性。

Abstract
There is a large quantity of old communities in China. As many problems about old residences arise, old community has become the main embodiment of unbalanced and inadequate urban development in China. Recently, Chinese government has made a series of comprehensive renovation policies for old community. However, there exist some problems, for example, mostly relying on administrative means, focusing on short-term effect and ignoring long-term evaluation, which adversely affected the sustainability of comprehensive renovation. At present, relevant studies at home and abroad ignore the impact of interaction between multiple subjects, overlook the measurement method and formation mechanism, and lack the long-term governance mechanism in line with China's actual condition.
Firstly, three core concepts are analyzed, including comprehensive renovation, comprehensive renovation in old community and sustainability. By aid of IAD (Institutional Analysis and Development) framework, this paper systematically describes the current situation of comprehensive renovation in old community. Indicators are collected by literature review, then further selected by experts. Then the indicator system is constructed and weights of each indicator are determined by adopting ANP. With fuzzy comprehensive evaluation method, the evaluation of sustainability of comprehensive renovation in Nanjing Xuanwu district is conducted. Suggestions are put forward including strengthening practicability of comprehensive renovation policy, building the standardized process, balancing the interests between multiple subjects, and cultivating or attracting professional talents.
In this paper, the realistic situation of comprehensive renovation in old community is constructed, and sustainability is measured quantitatively. The analysis results are helpful for the government to perfect the multi-subject governance mechanism and promote the sustainability of urban renewal.
