摘 要

随着医疗健康大数据的发展，健康管理产业的规模日益扩大，许多远程医疗机构纷纷加入“互联网医疗”的竞争浪潮。最初远程医疗的核心主要是数据积累和挖掘，大部分移动医疗企业都对资金产生了严重的依赖，不少机构无明确的盈利模式，资金无法回流，移动医疗机构将很难持续运营下去。我们不禁思考，什么才是真正能够实现的良性运营的健康管理模式。

本文首先回顾了健康数据银行的概念和相关研究，分析了其数据积累和服务输出的过程，然后通过市场调查分析总结了我国健康管理机构在打通数据到服务过程中所面临的困境。在此基础上，构建基于健康数据银行的“线上线下”双渠道供应链，重构健康数据的服务模式，并与传统医疗服务模式、当前远程医疗服务模式进行对比。

最后，基于健康数据银行的视角，在构建面向不同用户的服务模式的基础上，建立用户全生命周期的健康管理过程中健康数据银行通过激励用户贡献数据从而获得权益的关联模型。本文研究目的是为我国互联网医疗制度改革提出可行性建议，并为我国居民健康管理意识的培养提供科学的理论依据。

Research on Health Management Service Model of Health Data Bank for Different Users

Abstract

With the development of large health data, health management industry, the scale of development is growing. Many telemedicine institutions have joined the "Internet medical" competition wave. The core of the initial telemedicine is mainly data accumulation and mining, but recently a large number of telemedicine services have failed, we cannot help but think, what is really able to achieve healthy operation of the health management model.

This paper first reviews the related concepts and research of health data bank, and then elaborates the process of data accumulation and service output, and summarizes the dilemma faced by health management institutions in the process of opening up data to service according to market survey. Combined with the online dual-channel supply chain structure, the reconstruction of health data service model, and with the traditional medical service model, the current telemedicine service model for comparison.

Finally, this study builds a healthy data bank based on the health data bank for different users to explore the service model, the establishment of health data bank for the whole life cycle of health management process by encouraging users to contribute data to obtain the equity model, for the health data bank Provide personalized health management service model based on contribution evaluation. The purpose is to study and explore, for the reform of China's Internet health care system put forward feasible recommendations, and for our residents to raise awareness of health management to provide a scientific theoretical basis.

第一章 绪 论

1.1 研究背景及意义

随着我国老龄化趋势加快，亚健康人群和慢性病人群的增加，居民就医需求更加多样化、个性化、网络化，我国传统的医疗服务模式面临新的挑战。远程医疗是利用互联网、移动网络等专用网络进行医疗服务的一种模式，具体来讲，远程医疗服务包括远程影像学、远程诊断及会诊、远程护理等医疗活动；远程医疗服务是防与治的结合，健康数据与医疗知识的结合。远程医疗“服务平台 医院”模式的创新，体现在它充分整合医院医疗服务资源、O2O相集成的思想及新技术与传统机制嫁接的方式上。在整个医疗体系中，远程医疗服务兼具预防性医疗服务和治疗性医疗服务功能，因此远程医疗成为传统医疗服务的补充，向社会推广远程医疗有助于提升整个医疗体系的运行效率和效益。

电子健康档案日益广泛地运用于远程医疗服务体系中，将健康数据电子化有利于实现服务对象全生命周期数据的有效集成，能够提高个性化健康管理在医疗服务领域中的价值和作用。在健康数据银行环境下，医疗服务的各环节都依附于健康数据的流动、聚集及增值。远程医疗服务体系服务的对象可以概括为三类：健康人群，患病人群及康复（慢性病）患者。远程医疗服务信息平台必须能够满足健康人群个性化健康管理、患病人群精准医疗和康复人群精心医护的需求，因此，如何根据健康数据设计个性化的远程医疗服务模式？这一问题的解答在推进“互联网 健康医疗”进程中显得尤为重要。
