摘 要

随着社会的发展，包括旅客和货物在内的航空运输量不断提高，而航空油料作为其支持服务型产业，必然会随着航空运输业的发展而不断变化，加之通过调查了解，发现我国的航空油料公司的库存管理存在许多不足之处，因此，优化航空油料供应公司的库存管理具有非常重要的实际意义，也是企业把握市场变化、了优化资源配置、降低企业成本、提高企业效益的有效途径。

本文的主要工作有：

一、对比了美国、欧洲和亚洲外航空油料供应和库存现状的不同，介绍了中国航空油料供应和库存的现状，并以国内一个航油供应公司——A公司为例，介绍了A公司的发展现状、航油供应现状和航油库存现状，并通过了解发现，A公司的库存产品——航空煤油，可以分为有效库存和非有效库存两部分。

二、指出有效库存部分具有需求波动性的特点，并针对这一特点，从需求预测、安全库存和订货点的确定、订货量三个方面进行了优化。

三、指出非有效库存的特性，并提出了优化库存、节约成本的意见。

本文在最后对全文进行了总结，强调了库存管理的重要性，并提出了本文的不足之处，提出在实际操作中的库存管理要结合当下的实际情况进行。

ABSTRACT

With the development of society, air traffic volume continues to increase, including passengers and goods. As support service industry, aviation fuel industry will continues to change with the development of aviation industry. Besides, according to survey, Chinese aviation oil companies’ inventory management are found to have many shortcomings. Therefore, it is very important for aviation fuel supply company to optimize inventory management, which is also an effective way for enterprise to grasp the market changes, optimize the allocation of resources, reduce business costs, and improve business efficiency.

The main works of this paper are as follow:

Firstly, the paper compares supply and inventory status of aviation fuel among the United States, Europe and Asia, and introduces the status of Chinese aviation oil supply and stock. What is more, taking Company A as an example, this paper introduces the development status of Company A, the status of aviation fuel supply and the status of aviation fuel inventory. Through survey, it is found that Company A's inventory products, aviation kerosene, can be divided into two parts: the effective inventory and the non-effective inventory.

Secondly, the paper points out that the effective inventory has the characteristics of demand volatility. According to this feature, the paper makes optimization from three aspects: demand forecasting, safety stock and ordering point, and order quantity.

Thirdly, the paper points out the characteristics of non-effective inventory, and according to these characteristics, the paper gives some advice about how to deal with these inventory to optimize the inventory and save cost.

At last, the paper summarizes the importance of inventory management and puts forward the shortcomings of this paper. And the paper also puts forward that the inventory management should be combined with the actual situation in practice.

1.1研究背景和意义

随着社会的发展和国家地位的提高，航空无论是作为人们旅游消遣的交通工具，企业发展经济的纽带，还是国家增强国力的支柱，它在国家发展中所起到的作用不可小觑。其实从50年代开始，国家就已经开始重视航空业的发展，80年代初逐渐开始重视民航的发展，成立了管理局、航空公司等，也将运量较大的机场从军队中独立出来进行使用，一直到现在，国家对民航越来越重视，并且出台了各种支持民航发展的政策，十三五规划中也提到了对民航发展的新要求和新目标，要求实现运输总周转量达到1420亿吨公里、运输旅客7.2亿人次、运输货物850万吨，年均分别增长10.8%、10.4%和6.2%^[1]；而航空油料公司作为航空业的支持服务型产业，必定会随着航空业的发展而变化，特别是近期，有新机场的建设，新航线的规划，还有因国家开展对低空空域管制体制改革试点而快速发展的通用航空，都对航油油料公司的航油供应提出了不小的要求，加之油价的变动和政策的调整，在这种背景下，航油公司的库存管理方法是否合理无疑将受到考验。

当前，中国航油公司经过多年的发展，已经形成一套自己的管理方法，但据了解，在针对库存这方面的管理方法还不是很完善，因此，为了公司效益的提升以及能源的节约，优化库存对公司来说具有非常重要的实际意义，同时也能使航油公司更好的与上游的炼厂和下游的机场进行连接，保证航油的供应，提升工作效率。尽管公司已按照原有的订货、存储、发货方法运行多年，但仍有许多地方需要进一步的优化和改进，要做到与时俱进，才能为公司在发展中赢得更大的优势。
