摘 要

烟草行业在我国的生产量中所占比重较大，是个高利润的行业，在当前烟草行业激烈的国际竞争下，我国烟草企业面临着国际烟草巨头的冲击和国内市场饱和的双重压力；而目前国内烟草行业还存在着很多问题，比如原材料存储保管要求高且难度大，烟叶库存成本高等，长远来看，这些都不利于烟草行业的稳定健康发展。因此，提高企业核心竞争力，解决严峻挑战迫在眉睫。由于烟草企业属于国营企业，具有高利润的性质，但同时也存在很多的问题，比如烟草配送中心效率低下，物流人员专业化程度不高，资源浪费等。因此，烟草行业的物流作为国家利润的重要来源，实施精益烟草物流对于降低成本，提高效益潜力具有重要意义。

本文拟运用精益物流的思想和理念来进行研究。首先，本文介绍了我国物流发展的现状，分析了国内外有关物流理论方面的研究，并从精益思想的理论出发，对精益物流进行了系统的分析；其次，通过对南京配送中心的工作现状的分析，挖掘了当前配送中心存在的问题，包括信息平台建设，配送路线，配送中心的专业化水平等；最后，针对以上问题，提出了南京烟草配送中心实施精益物流的具体措施，为其他企业实施精益物流提供了有益借鉴。

Research on Lean Logistics Management of Nanjing Tobacco Distribution Center

Abstract

The tobacco industry takes up a large proportion of China's production and it is a high-profit industry. Under the current fierce international competition in the tobacco industry, China's tobacco enterprises are facing the impact of international tobacco giants and the dual pressure of domestic market saturation. However, in the domestic tobacco industry, there are still many problems, such as the high and difficult storage requirements of raw materials and the high cost of tobacco inventory, which are not conducive to the stable and healthy development of the tobacco industry in the long run. Therefore, it is necessary to enhance the core competitiveness of enterprises and solve severe challenges. As tobacco enterprises are state-owned enterprises with high profits, they also have many problems, such as low efficiency of tobacco distribution centers, low professional degree of logistics personnel and waste of resources. Therefore, tobacco logistics as an important source of profit in China, the implementation of lean tobacco logistics to reduce costs, improve the potential benefits of great significance.

This paper in order to apply the concept of lean logistics to study. Firstly, this paper introduces the current situation of logistics development in China, analyzes the research on logistics theories at home and abroad, and systematically analyzes lean logistics from the theory of lean thinking ; Secondly, through the analysis of the work status of Nanjing distribution center, mining the current problems of distribution center, including information platform construction, distribution routes, distribution center level of specialization, etc. Finally, in view of the above problems, the paper puts forward specific measures of implementing lean logistics in Nanjing tobacco distribution center, which provides beneficial reference for other enterprises to implement lean logistics.

第一章 绪 论

1.1 研究背景

最早于2003年，国家烟草专卖局、中国烟草总公司就定下了烟草行业发展的总战略，要求建立烟草行业的现代企业管理机制；烟草行业的现代物流发展自2003年到2013年用了十年时间，包括了三个阶段：2003年到2006年是第一阶段，主要集中于规范建设，这一阶段的中心任务是企业内部物流的建设、整合、协调等基础性工作，以及如何构建物流中心，为烟草行业现代物流的建设打下良好的基础；第二阶段从2007年开始到2009年，属于整体推进阶段，在第一阶段的基础上，推进以省为单位的物流工作，统筹全省的物流发展，工商企业协调发展物流，为供应链物流建设提供条件；2010年到2013年是第三阶段，属于全面提升阶段，加强了信息技术在物流发展方面的应用，如建立信息化管理系统，让物流工作与大数据分析相结合，促进了物流的可持续发展。

经过十年的现代物流建设，烟草行业物流取得了显著的进步，但在物流系统建设方面仍存在着很多问题，如信息整合程度不高，物流标准不统一，制度建设不健全，这些都导致了物流发展缓慢。为了解决上述问题，适应物流行业发展需要，国家烟草专卖局在2012年 11 月下发了《国家烟草专卖局办公室关于开展精益物流工作的指导意见》，该意见明确指出了发展“精益物流”工作的重要性，指出了开展烟草精益物流工作的总体目标，就是要从供应链的角度出发，推进烟草行业精益物流的建设，找出烟草行业的发展潜力，以及所要追求的目标，使烟草行业的物流建设能够进入新的发展阶段。
